Animation/drawing programs?

where can i get one for free? i mean, a free FULL version of one..i want it to be both a drawing program and an animation program like flash, but it doesnt have to be flash but if you could find a nice,quick download for flash that would be nice. i have winrar so if theres any rar files, its cool,thats how i got paint tool sai (:
