Does the 2011 VW GTI penger airbag off light stay on as long as there are no pengers?

There is a light on the center console that says "Penger Airbag Off" with a light behind it. I noticed today that the light was on, but as I had no penger, it made relative sense to me. I was wondering if the light turns off and the penger airbag is activated when there is someone in the penger side seat?
