Is it true that in order to get promoted from e1 to e2 that I need to refer 2 people to army?

So, Im going to basic in March 2010. My recruiter told me that I have to do some activity things on www.futuresoldiers.com. Like drill cermonies, mapping, and other stuff and I have to p the exam with 70% or higher. And he told me that I have to be able to do a certain amount of push ups and situps and I need to have a certain time for a mile run. But he also said that I need to be able to refer 2 people to join the army to be promoted to e2. Is that true? I couldnt find it online to see if that was true. So anyone answer me please.
