Is this testicular cancer?

It doesn't seem like it to me, the sign of testicular cancer is usually a pea-sized hard lump on one of the testicles. However it's impossible for us to say based on one picture as we are not trained physicians. You should definitely see your doctor asap because even if it's not cancer it could be something else nasty.
